(Assuming it was the Celtic fans who attacked first) They either didn't know they were coppers, and tried to attack innocent passers by or they knew they were coppers and thought they'd get away with it.

It doesn't surprise me that the Dutch police came out heavy handed. They're used to it and they're probably used to getting away with giving football fans beatings on regular occasions.
