Off the top of my head, Japan and Greece (and I think Italy) have a bigger debt to GDP ratio, Luxembourg has bigger external debt with almost all it's financing coming from outside the country - almost every country in Europe has a bigger gross debt (as in the simple amount of money owed, not relative to population). Medro is a boring failed ****.
