What does that even mean. There would be no suffering if Qatar, KSA, Turkey, USA et al didn't militarily support Al Qaeda as part of a strategic proxy war. They thought it would be joh done by now but they didn't figure on the fact you cannot run a guerilla war without support from the larger population. They also didn't count on how fiercly loyal the SAA actually was to the government, even the Sunni troops who make up the vast majority. The SAA are doing a fantasic job putting the Allahu Akbarists through the meat grinder and are on the front foot. Absolutely no reason for them to use chemical weapons.
