Welbeck usually plays on the left for England and has done very well there. He loved playing on the left with Lambert's vision at striker in the last game. There's no reason not to keep Welbeck on the left when available. That leaves two players you listed. Rooney's best position is behind the striker and he's shown that clearly when he played behind Van Persie last season. He has great vision, hates being isolated (why he's been sub-par for England), likes to defend and show that he's working hard. Playing behind Lambert would be perfect for him. That leaves a head to head with Sturridge to play striker. Sturridge is a good player but Lambert is a much more complete player. Sturridge is a good finisher but has no vision at all and has barely got an assist in his life from playing a pass as a result. Lambert is a target in open play and set pieces if needed on top of his superior vision.
