Shanks did say that Busby was the best manager in England,He never said Man United were the best club.He was the one that told Ian St John and Ron Yeats in 1961 that the following season they would be playing in the first division when he first signed them.He also said and I quote ''Liverpool was built for me and I was built for Liverpool''.
