From what we are being told the Syrian Government have admitted that their troops were actively engaged at the time. They are denying responsibilty though. Maybe the Rebels have Rocket delivery systems too, but if they do I don't see how they would have either the capability or the expertise to hit the targets so accurately, if at all. The French and the UK Governments seem to be following that line of reasoning.
Fair points, but the French and UK governments make up whatever they can to suit their anti Assad agenda. I don't think we're in a position to judge who has capability to do what, but I don't see that they need to be accurate anyway. As it's not known where the rockets are fired from, for all we know they could have been fired by the rebels from there at the centre of Damascus, and they just blew up in their faces when they were trying to fire them or something.
Just read an article which appears to suggest that this was not in fact a "Chemical" attack, it seems more likely to have been a large concentration of some form of tear gas. Looks closer to the truth. If that's the case and it was not Chemical weapons then the Rebels could be back in the frame. Western experts on chemical warfare who have examined at least part of the footage are skeptical that weapons-grade chemical substances were used, although they all emphasize that serious conclusions cannot be reached without thorough on-site examination. This would seem to rule out most types of military-grade chemical weapons, including the vast majority of nerve gases, since these substances would not evaporate immediately, especially if they were used in sufficient quantities to kill hundreds of people
The "rebels" do have the ability as shown by two previous chemical attacks on SAA positions. The have plenty of grad rockets and the like taken from looted bases in the North of the country Russia has stated their data shows the projectile came from within a rebel held area, I'm going to believe Russia in this one over William 14 pints Hague

If you want to discuss agendas then feel free but it bores me to tears in all honesty, there is nothing more likely to have me running for the hills than the evil Imperialist argument. This is a cyclical argument, I could as easily suggest you have an Anti French/British agenda and you likewise in turn could counter that I have an anti Assad agenda, the difference is you would be correct, because I have an agenda against all despots and murdering tyrants with no mandate to rule. I'm old fashioned that way. Let's leave it at that.
No madate to rule? American intelligence themselves are of the opinion 70% of the population are behind Assad. He won the last election comfortably. Dont use such meaningless emotive language as "mudering tyrant" as you know it doesn't portray the real picture.
