You have missed out a major part of this quote. That was the requirement to expand the capacity, 2nd tier on the East Stand for starters. Who will pay for this? If you had a rented property would you put an extension on it, etc They have invested quite extensively on a rented property, quoted at 3m, that they won't get back from the landlords.
It doesn't need to generate additional income over that already predicted. The rebrand at this stage will cost money, not generate it. Income from a rebrand would be future income. If the shortfall wasn't budgeted for, now's the wrong time totally for a rebrand.
