I reckon he probably has been tapped up. Although, Al Fayed should be glad he decided to leave at the beginning of the summer and not the end. There is a chance he'll go to Aston Villa.

The owners of Birmingham said that he was staying but he had to get them back up in a season. Not much money to spend either. The owners don't like spending by the looks of it.
I always thought Carson Yeung seemed a pretty decent owner, nothing special but decent enough. Yeah, and I did read somewhere a couple of weeks ago that they sacked the head scout. Carson Yeung has put money into Birmingham but his money has gone on players like Hleb and Zigic who haven't performed. If they sell players like Foster, Dann and Ridgewell, they will gain quite a bit of money which they could put back into the squad to strengthen it for next season.
