Wenger thought he was being clever by submitting that 40+1 offer, all it has done is ensure that Arsenal have very little chance of getting Suarez and if they do decide to splash the cash, it won't be at value for money. Can't see us accepting anything less than £55mil from Arsenal, whereas hypothetically speaking, if Man City were to suddenly have an interest I can see a lower offer maybe down to £45mil being accepted.
