From what I understand there are two clauses. One is a first refusal which will obviously be activated upon the acceptance of a bid. The other is a buy back clause worth 25m. This can only be activated by the player.
Do you watch Liverpool that much? I doubt it. He has been on good form again after a fairly lengthy spell of not so great form regardless of your slapdash uninformed judgement. Towards end of last season he was back to his best.

That beachball incident I will always remember. I still can't understand how the referee gave that goal. It was Darren Bent who scored it as well. Apart from that, the other notable incidents are dropping Chamakh's header over the line and allowing the ball to skid through his grasp last season at Anfield when we played them there. I suppose we can't really talk, we had Aluminium and still have Fabianski. Martinez is started to develop an unhealthy habit of dropping clangers as well.

He's a pretty good player. Spurs are being smart this window. I'm worried about our top 4 chances if they sign a striker.
It does look like Spurs are bringing in some good signings in that will significantly strengthening themselves. Agreed, if they add a striker to their collection then 4th place will be even more difficult for us to get than last season. But we will have to wait until end of transfer window and see how much Wenger and co strengthen the team.
