The Premier League brands itself as the "greatest league in the world" and does so by attracting the top talent (although hasn't been able to as much recently). The success of the Premier League has allowed the FA to get complacent (IMO) and this is why football at grass roots level has been neglected. Football clubs like Chelsea and City are actually doing more for football development than the FA.
