There is a Minister for Justice, in the likes of England the equivalent minister certainly has the power to influence what weapons the forces have at their disposal - I don't know the definite answer in regards to the north, but I'd assume David Force could ban the use of plastic rounds as a crowd control method if he wanted.

They were very eclectic, a bit of Barber shop (which is no bad thing because all 4 of them had very good voices), a bit of Eastern influence, some rock, lots of Pop and a smidgeon of classical.
