The forum is a bi-annual event during the summer & winter transfer windows. It's essentially a massive networking event and looks like its supported by the majority of major clubs across the world.
Seems like an ideal opportunity for clubs to get together in one place and talk seriously about possible transfers.

It sounds to me that Cortese would have sounded out targets and used this weekend to begin serious negotiations. Think we could have some movements if things have gone well
