The problem isn't that people bought their council houses, it's that there isn't enough houses in the first place. Solution is to build more houses, relax planning and get the Construction moving again.
Actually one moved out into a bought house 5 years before the act and the others stayed or swapped council houses until death. That house went back into circulation.
Like you said, to make yourself more comfortable. If you're gonna live there, why not have it the way you want it - regardless if it's the cooncil who own it. They reimburse you for replacement windows/bathrooms/kitchens if you've done it yourself (providing they've a scheme going).

I was never in favour of right to buy. All it achieved was what we're seeing now. Huge shortage in social housing and the ghetto-izing of what's left.

Only a daftie would invest loads of money into things like that if they lived in a cooncil hoose. I think if the stuff is decent they give it to charities that help people furnish properties.
