According to Ted Kravitz he signed a letter along with Button and De La Rosa allowing Mercedes to take part in it.
And now they have a letter from someone else (who has no authority to decide) saying they could do it, so its all okay as they said so, even though they should have had a letter from the teacher (FIA) to say they could go out an play.
Was the register taken in the Morning? Did Lewis have a vaild sick-note? Did Rosbergs parents forget to pack his lunch?

Ah, but you see, I have an email from Charlie Silvering, as well as a letter signed by Pedro Del Bando, Jenson Brightshade, and SVCanary which states it's okay.
I think a public telling off and a minor fine. I also think Mercedes will use this to push Brawn out (which is happening anyway), and he will fall on his sword. End result is not much will happen.
That really is pathetic. This I didn't expect. Not sure I believe it yet, surely they'd consult with their teams before signing something like that, and surely their teams wouldn't get the drivers (test driver) to sign on their behalf. I suspect it's more a case of them backing a petition to improve the tyres rather than giving permission. Why would De La Rosa sign it? He doesn't even drive, and modifications to the tyre was exactly what Ferrari didn't want.
