The sugar daddy clubs are doing just fine and one of them has not faced any significant action whatsoever, this is my problem with FFP. Malaga had financial troubles so ban them from comps and fine them to make it worse, but allow Real Madrid who are rotten to the core to spend 80m of tax payers money on players and all is good.
