Do you honestly think they would ever ban a club like Man City or PSG from entering Europe? It's all empty threats, they will never actually do anything.
They've already banned Malaga for failing to meet the rules any only reinstated them once they'd proved that had met the rules(which in their case involved paying off unpaid debts).
Not to mention Brighton and Watford. Sorry scrub Watford as they shall be a PL side this time next week.
