Good call - it very probably is. But for four points in 1954, when they finished second, Accrington Stanley would hold that record.
I think that you are forgetting Glossop North End. Here is a quote from Wikipedia: "Glossop is often cited as the smallest town in England to have had a Football League club, and the smallest town to have played in the English top flight.[1] At the turn of the 20th century, Glossop played in Division One, bankrolled by Sir Samuel Hill-Wood, who was later to become chairman of Arsenal, with whom the club retains connections to this day.[1]" GNE also played in Division 2 in 1898-99 (promoted to Division 1) and from 1900-1915 when they failed to gain re-election. There probably are others but Glossop spring readily to mind.
