Roma's game against AC Milan had to be stopped temporarily after the home fans hurled objects and racist abuse at some opposition players, with Mario Balotelli getting the brunt of it. Laser pens were also used several times during the game, just to add injury to insult. Fines haven't done anything, warning's are absolutely toothless and pausing games is ineffective, so when are they going to step up and do something worthwhile?
That's the problem. As we have learnt, the authorities in Italy don't appear to treat it seriously. Until one of These clubs is hit with an appropriately harsh penalty, their fans will feel free to keep on doing it.
Those laser pointers are not to be sniffed at these days. The newer ones do far more than pointing out interesting stars in the sky. They can set things on fire from a distance (see YouTube) and can permanently damage eyesight, even from reflections. Heck, some of the new ones are visiable from 60 (sixty) miles away. They are no longer children's toys. I'd say it's a bigger issue than the racism. Stick and stones breaking bones but names never hurting, and all that stuff.
They think they can get away with it because they can, I don't believe that the governing bodies can't see the flaw in what they're doing so I guess nothing's changed because they're quite happy to be getting in a steady stream of fines as an income. Then again, the FA didn't do anything about the clear anti-semitic chanting by West Ham fans so we're far from perfect here too.

Slight problem with that assertion - the populations of Egypt, Libya, Morocco, Algeria and Tunisia are Arab-Berber, not black.
