My understanding of it (likely wrong) is that it incorporates more than footballing ability. More the example set for other youngsters, as well as leadership skills and education - amongst other things. As much as Luke is a great player, James is probably a better 'representative' to speak for the academy, as it were.
I might be totally wrong with this one, but I think they take the players continuing rounded development into account. i.e it includes their efforts with education as well. Shaw's incredible Ultimate Team on FIFA13 probably wouldn't help his cause. edit : What DTLW said ^
Had it confirmed by the guy in that photo, that Nicola Cortese told him that he will be at Southampton Football Club, and is going nowhere. Gastón also told supporters he has no desire to leave.
Forgive me if I don't get too excited that Cortese decided against causing a scene at the annual awards dinner by announcing his imminent departure to a smart phone wielding fan, who was tweeting his every movement.
