The point is that doing most things 4 times wouldn't seem like that many, but killing is a bit different to most things.
I was trying to explain that the FBI's definition does not stand up to scrutiny. They have used an arbitrary number to define the indefinable. 4 is not a large number by any stretch of the imagination and a "mass" of people is defined as a "Large" number of people. Do you understand? According to the FBI if I killed 3 people and shot 25 others as long as the others survive I would be free from the stigma of being called a "Mass" murderer. That makes no sense. Also, the FBI are free to define a mass murder as they like it does not mean they are right. It may well be that the Bermudan Police define a Mass murderer as anyone killing more than 10 people, it does not mean they are right either.
