I'll admit I've not looked at the raw stats, merely going off a tweet from Martin Brundle. That should help you track it down if you want.

    Sutil?

Edit: Just seen Brundle's tweet. He says last four races, so it includes Brazil last year. Answer:

They need to be up to something. Their results are producing nothing.

Probably the most disappointing performances of any team so far this year, just edging out McLaren.

yeah, and things were looking so promising for them last season :(

It's rumoured that Williams have got a lot of things to try in free practice so hopefully we'll see a leap forward in pace soon.

I hope so. I never like to see a team with their history struggling so much

Here's hoping that they have a double diffuser sort of idea up their sleeve to gain masses of time soon <ok>

I'd be amazed if they had anything that radical. Tbh I think they'd see a big improvement just getting the basic aerodynamics right before being too ambitious. I think thats been part of the problem for quite a few teams - that they are looking so hard to find something different that they are not putting enough development into the basics.

Yeah, with every race their car is heading more towards launch spec rather than the post tests spec. Obviously something has gone wrong through testing, probably masked by the faster (over one lap) tyres and general development with stable regs. I can see them just giving up soon as with such massive changes in 2014 there's little future gain in fixing the 2013 car :(

This is going to be a weird season because of the changes coming up. Its going to be a balancing act knowing when to stop development for this year and start next year's. No matter what anyone says one does affect the other IMO. A close run title could see some big teams struggling at the start of next year.

McLarens issues could end up to be a blessing in disguise if they get left to far behind. The big teams have massive departments for future years but like you say they still have limited resources to share around. If someone like McLaren makes a major bid for 2014 development their rivals may buckle and follow suit.

but at the end of the day, to use Red Bull as an example, they only have one Adrian Newey. I think its the brain power more than the facilities that gets affected by the dual development.

Is it inhumane to call Newey a resource <laugh>

I think 2008 to 2009 was a good example for what could happen, Ferrari and McLaren getting dropped by the previously awful Honda(Brawn) and the emerging Red Bull due to their desperate pursuit for the 2008 crowns.

Good example. Anyway, I'd better hit the sack. This place is way too good at making me forget the time!
