    The basis of it is very simple.

    The execution though can be complex based on IP ranges and many companies are proficient enough to allay DoS attacks with simple routing of non recognised pages/urls and blocking multiple requests from a set IP address (i.e. 10 requests per second).

    The issue with a block attack to bring a site to it's knees is with infected computers as millions of IP addresses sending a request every milisecond will crash a network if it's not set up correctly.

    The resident idiot you infer could not do it.
