Two reason I guess.. With Kovi back, they can see if their car is actually a dog or not. If not, and he starts to out perform the current drivers with next to not time in the car, it will/should act as a wake up call to Pic and VdG to either shape up or ship out! Also, 10th place in the Constructors is very important to the teams at the bottom!
If he ends up being faster than Pic then its easy to see a swap with VDG happening in the future so Kovi races and VDG does FP1's for experience. VDG is not Gutierrez bad, he just doesn't seem fast enough yet.
