I don't think you'll fall away, but you've been stagnating for a good few years now. Three years since your last real title challenge implies you need to make some significant changes and do a good bit of rebuilding, but it's questionable if Abramovich will ever give a manager time to do that. Personally it looks like you've spent the last six years hiring a succession of managers to paper over the cracks in Mourinho's team. Some have done so very successfully, but ultimately the cracks appeared again and the managers were sacked. I think you'll always be top four, probably 2nd or 3rd, but if you want to really push for 1st, and have any sort of period of dominance in the league, you'll need to give a manager more time. City on the other hand seem to have the opposite problem - too much stability. Players like Kompany, Yaya, Silva and Aguero know that no matter how badly they play Mancini will almost never drop them (just like Balotelli for much of his time there), and the rest of the squad are nothing special. They need a manager who will light a few fires and shake it up to keep everyone on their toes. Replacing Barry and Nasri is also a must imo.
Think spurs will struggle to challenge for title and compete in CL. Even United have struggled to do that recently
