Goss designed last year's. I don't know if McLaren are sticking to their ridiculous policy of letting someone different design the car each year meaning they have no stability or consistency.
Would have been a bit foolish letting Lowe design it though if they knew he was leaving. If Goss has designed this year's car it makes no sense that they have gone with a different philosophy.
Part of me feels like Mclaren are going to have a bad year. Hamilton who was the main focus of development moved out and Lowe, a key member of staff also apparently on his way out. Just doesn't sit well with me, sorry Macca fans.
Lowe seems like a decent engineer, but he's been responsible for their cars in 2009, 2011 and 2013. With Goss leading design on their cars in 2010 and 2012. On the face of it it seems Goss has a better track record, and if they let him design every year they'll have more continuity. Losing Lowe could be a blessing in disguise.
I believe the alternate design team thing ended after Pat Fry went to Ferrari. Since then it's it's been Paddy Lowe leading the technical team with Goss as engineering director. Previously Pat Fry led the team in 2007 and 2009, Goss in 2008 and 2010, and Lowe in 2011, 2012 and 2013. The sad thing is, now that Fry is TD of Ferrari, he has two different design teams for 2013 and 2014. Hopefully this is only because of the big rule changes and not a sign of things to come beyond 2014, because the idea failed at McLaren.

I'd be surprised if Ferrari saw the two design teams as a long term strategy. I think most teams are splitting their resources for the big rule change after what happened in 2009.
I don't know......I reckon RBR and McLaren are more willing to push for this years title than focus on next year. No way will Seb allow RBR to shift resources to 2014 and risk losing the WDC to anybody. Ferrari might shift resources but knowing Alonso he will do the same as Seb and demand 110% focus on 2013 and fk 2014 as everything will be in the air for everyone.
