There are enough teams in Wales to start a welsh league! Scottish teams have their own leagues ! So why are Cardiff and Swansea in an english league!
or maybe we should amalgamate all and have one uk league!

Swansea and Cardiff joined the English league back in 1920 when Watford joined and there was no Welsh league - they have never left - there is a Welsh league but Wales does not have the strength in depth that even Scotland has so they would get no competition there. English team Berwick play in the Scottish league

its the distance to scotland that needs a separate league and we even have the separate highland league up here so thatr the chuktahs don't have to travel to far. Welsh teams or at least cardiff, swansea and newport are all closer trips than necastle so no sense in spinning off.

Wales have their own government, language and even football governing body - I think that I am right in thinking that the Welsh FA administors the bans and fines for players playing for Welsh teams in the English leagues. Therefore there is no reason why all Welsh clubs should not play in the Welsh leagues instead of creating the artifical situation that is now in place. Why should the revenue from the English game be shared with them?
Berwick is just a historical situation because of the border moving about over the years - hardly can be compared to the Welsh clubs.
