They probably breach different laws. Going on the pitch I would guess is more of a trespassing offence, where as standing is just a breach of health and safety. Now the key would be that enforcement of health and safety is based on the principle that you don't enforce the rule if in order to do so you create a more dangerous situation than you would by leaving it.
You can't be arrested for trespassing on the basis of just trespassing. Has to coincide with vandalism or theft etc..
They are not laws. They are ground regulations. No law says you cannot stand up, which is why no one has ever been fined or gone to court for standing up. Which is why the police don't get involved in making people sit down. Of course the stewards at City are experts at engineering a situation where there is a confrontation and can then involve the police. But the people would go to court for a host of other things but not standing up. The key to enforcement at the KC is let the away fans do what they want but get some home fans to give the impression you are doing something and are needed. Why was an issue made of removing City flags last week but this weeks large Derby flag was allowed with no bother. (I'd bet that a City flag of that size would be refused entry without evidence of fireproofing).
I just read some of the things you can get a banning order for, most are fairly obvious, but there's some less obvious ones, you can get get a three year banning order if you get nicked for drink driving on the way to a match.
I can't see them enforcing this, how would they know where you were going? The driver isn't going to admit he is going to the football match so that is why they drove after drinking.
Around 70,000 people should of been put in prison for saying the name of the individual who had sex with that Imogen, so would you want to see all of them put in prison? Same rules as what you are stating yet i am pretty sure you would have spoke about the incident at the time.

Actually had this discussion about some of the many other laws that apply only to football fans, and having a ticket only proves you've got a ticket. You're perfectly entitled to change your mind about going, right up to the point of getting to the turnstile.
I'm sure that's true, but if you got nicked for drink driving on Walton Street at 2.30 pm on a Saturday, with a ticket in your pocket, I suspect you'd not have much luck in claiming that you weren't going to the game. That said, you'd have to be a hell of a twat of a copper to nick someone for drink driving and then also look for an additional crime to add to it, I assume that law is only actually there for someone who gets drunk at a match and runs someone over in the car park afterwards.
Apparently it's still on the statute books that it is a capital offence to rape a member of the royal family. However, the chances of you getting it commuted to life in prisonment on the grounds of insanity have to be good!
