With that average figure of £35k, volunteers won't be included as employees. Since volunteers tend to dominate what would be the low paid jobs if it were a business it's not a surprise the average is high. Virtually the only employees the charities will have will be managers, even the chuggers will be contracted as a service rather than being employees.
