One year Champs League, drop out of top 4, one one season out of Europe, back in top 4... until what? Something sticks and they can stay in Europe and challenge in the league? Unless you have Man City money it's difficult to become a Champions League team overnight, and indeed retain that position- so the sensible thing is to make sure the Europa League is your minimum platform and go from there. Spurs' problem is that none of their forwards would get in the starting line-ups of the teams above them, and a new forward is the most expensive position to buy for.
