However - nowhere in the article do those words appear!

I spent about 20 minutes looking for those words.

Reading it again - I think you could well be right....

 

It's also not a statement in direct quotation marks.

The press always make more drama out of everything, whether it's the HDM, BBC or anything else, it's always about what angle they go for & how the can slant a non story & turn it into one.

No it's not, it uses ' instead of ". That is used for paraphrasing rather than direct quote.

The Associated Press uses single quotation marks for quotations in headlines.

 

Maybe you should consider that the Associated Press is an American organisation and the article you referred to was not one produced by the Associated Press.

 

Maybe you should bear in mind that language/punctuation evolves? Rules change....
