Given the speed they're ramming it through at, it's undeniable that Rangers absence is a factor. It's fair enough to say they might've looked at reconstruction if Rangers were in the SPL but I doubt it and, even if they were, it wouldn't come into play anything like this quickly.

You seem to be combining two issues, league size and lack of competition, and I don't think they're actually linked. How would a bigger top league make the title race more competitive? It'll be a one-horse race for a few years and in time back to a two horse race when your mob get back up there. The majority of seasons, the rest will be also-rans, whether it's 10, 12 or even 16 others - as it has been for 17 years or so.
