Actually that is another of his plans. He wants to fill the North stand with home fans in unreserved seats, which will inevitably mean more standers can get away with congregating in a similar area where they're doing no one any harm and can make a bit of noise.
Where would the away fans go, into E1-E3 to replace those who presumably will be expected to move to the north?
I'm not sure, segregation and policing make it difficult of course. I didn't mean necessarily the entire North stand by the way but I understand how that came across in my post. I think when he mentioned it he was talking about having the away fans nearer to the West stand.
Shame they cant use the upper west and then segregation would be a problem! I wouldnt fancy sitting under away fans, mind.
