Pud, could it be the case that a proxy server/s are being used though - false IPs would be given out that might not be dissimilar yet the true locations could be very different?
Yes, I don't think IP addresses can be relied upon at all to identify even general locations given the extensive and sometimes necessary use of proxy servers - it might be easier to go knock knock knocking on posters' doors to track them down ... maybe get Dev on the job?
