According to that New Statesman article, experts have said it looks like an Eastern Imperial Eagle which comes from a different continent. Fake as ****. You can tell from the bit where it turns round before dropping down. Also, clearly the air speed velocity of a laden Golden Eagle would be too low to pick it up, even if it grasped it by the husk, or carried it on a line with another Golden Eagle, grasping the line under the dorsal feathers...
