Nobody knows for certain what goes on behind the scenes, so let's not pretend that we "know", just to give your opinion more credence.
I was under the impression, please correct me if I'm wrong, that Wenger has always had money to spend but chooses not to spend more than £15/20m on a player voluntarily as that's just his philosophy as a football manager (and socialist). It's not like you've ever made a loss and your shareholders don't take dividends
I can not see why this transfer window will be different. We always had money to spend. We never know how much - 10 ml or 50 ml. I think the desisive factor for the board is - do we need to spend and if yes how much to spend to keep our CL place and those 30 ml that come with it. That was why Arshavin was bought. I will not be surprised if they decide that spending does not worth the risk this time. will not be surprised.
