Yes, and I think I remember there was a great deal of irony because he himself is known by a nickname.

Whilst admitting he is an admirer of all these players, Prade doubts any of them will arrive when the transfer window reopens at the turn of the year.
"Rossi to Fiorentina? Giuseppe is strong but certain economic parameters are not within our reach," Prade told La Repubblica.
"Gaston Ramirez? He's back as a non-EU player (meaning Fiorentina cannot take him this season). Anyway, we don't need a player with his characteristics now. Maybe in the future.

What does 'back as a non-EU player mean'? What is different about a Urugayan playing in England and one playing in Italy?

In Serie A you can only sign one non-EU player from abroad each season. So they could have signed him from Bologna without using this, but not from us. Something like that anyway.
