Thats a crock of ****e. If you had a load of HIV infected blood and left it on a razor blade for even 10 seconds the virus would be dead. HIV needs to be at body temperature to survive.
HIV transmission has not been reported as a consequence of contact with spillages of blood, semen or other body fluids.
Whether or not HIV can exist outside the body is immaterial if the people making the threats said it anyway surely? It may not be a credible threat but plenty of the other stuff was credible.
...and I still stick by what I said. If you google what I say, I'm sure you'll find just as credible a source. The point is, it is improbable to get HIV from HIV Infected Razor Blades in your mailbox.
