I don't think it's about Rio's right to wear a T-Shirt, my understanding is that Rio told Fergie he would where the shirt, and then in a press conference was asked if Rio was going to wear the shirt to support the campaign and then replied with a "yes." Match day comes around and Rio goes back on his word making SAF look a bit like an idiot. So essentially Rio lied to Ferguson. That's what i think this whole debacle is about.

When racism is abhorred publicly and socially, racists tend to keep it low down and stick to themselves when being openly racist and passively aggressively subversive (at the very least) in their dealings with people they deem to be of less worth than themselves, they truly believe the other person is a lesser being and is a detriment to their own society and or culture, quite often it is misguided hate and just someone to blame, If you are ignorant\undereducated\brainwashed enough to believe that nonsense about others being this or that because of colour. It has not gone anywhere and if you think kick it out has ANY impact on racism then you ate misguided mate, it makes it less likely the words will be said but the sentiments are all still there preventing opportunity and fairness even though we can all be happy noone says N****r its all good yeah? It's still down to the players right to choose, there shouldn't be a time limit set by his manager on any decision he makes, the campaign is bigger than one club and it's managers damaged ego.
