Mini cab firms should not be starting at £6, even down south! According to the Hackney Carriage Licensing the maximum fare should be £3.30 when you get in the taxi and 19p for every tenth of a mile after the first mile. Quite a few drivers up here (north) have been done for charging over that and not wearing a uniform/smelling of bad BO!
