Near where I live, the parents let their kids (some under 5 year old) run across a busy road themselves. Also, they're out 'til after 8 on school nights.

When we were wee, we used to get out until maybe 8 at the latest. Anyone who does that these days, unsupervised, is asking for it. Just my opinion.
I'm just off a main road with 3 pubs within about 50 yards of our lane - there are some right banjos to be found out there. It's an awkward one in the modern age - my eldest is just about to turn 13 and, in the last year, has gone from rarely being out (preferring to play her guitar and stuff instead) to suddenly rarely being in and crashing at her pals every weekend night. Her hair is also suddenly three different colours. Another two or three years and she'll be getting pumped, no doubt She's no my wee baby anymore Maybe I'll over-compensate for this with the wee yin? <hmmmmmmm>
There was more devients back in the day than these days due to the world shrinking (not literally of course) just that every time it happens it's reported.

it was the same when we were kids, just not reported all the time in the press and tv. i used to be out and about at that time when i was 5. but that was cause i was a pain in the arse and my folks locked me out.
I'll be telling my daughter not to trust any guy. mind you I'll be telling my son to not trust any woman.

The polis are now saying that this girl was seen getting into this van willingly. A child is most likely to be abused by someone they know - it looks like this is the old uncle/family friend/school employee nightmare. This is terrible. I hope they catch the bassas.
