Its actually hard to cool.

Arsenal have history and probably the largest fan base. They have been in the champions league 14 years in a row and can still attract players.

Chelsea have the recent history, the wealth and the higher profile, but less of a fan base and much less history. They attract bigger players than Arsenal, but only by wealth.

Its not Spurs.

I'd probably say Arsenal.
