I do not think there is a particular agenda against him, I think its just because he genuinely does have a weakness in that area, especially when compared to his shot stopping, which is oustanding most times. I think all those you mentioned happened in January last year or earlier, since then he has generally been decent at getting something on the cross, or sticking to his line and leaving it to his defence, rarely gets caught in no mans land any more.

I don't think there's any sort of 'agenda', I think it's just easy for lazy summarisers to trot out the old 'De Gea, struggled with crosses, Scholes can't tackle, Torres struggling for form' etc lines whenever they can.
