I've interpreted this as Ferrari saying: "We need more time to assess whether to sign Felipe or replace him, so don't expect an announcement any time soon. If he takes points away from Alonso's rivals in the next one or two races, we will re-sign him". Both Sauber and Ferrari have said, in the last month, something like "There is no rush on driver-line up next year", which means that Perez is definitely still in contention for the Ferrari seat. However Perez seems to be getting a bit impatient. After Hungary he said "If there is an opportunity with them (Ferrari) or another team then it's the time to know." Now he says: Bad move by Perez imo. He needs to do his talking on the track, that is the only way he can convince the team to sign him. Even if he doesn't go to Ferrari next year, he's safe at Sauber. They won't replace him, he's the faster driver and they need his money. Hulkenburg meanwhile doesn't seem at all bothered about Ferrari, so maybe they have already rejected him, or maybe he knows his chances are so unlikely that it's not worth thinking about.
