As to why Hamilton only got a 9, maybe it has something to do with the fact that overtaking was impossible and Hamilton didn't need to do much to keep the lead.

Hamilton drove a great race, but the hard work was done on Saturday where they clearly had the best car. Vettel took dominant wins last year and got 9's for it.

 

Seb showed last season that with these tyres qualifying is key to most victories and that it's more important than the race.
