From my understanding, we can only bid on there players if another club makes an offer that is accepted, or if one of there players hands in a transfer request or in the case of Allen, if they have a release clause. So, in summary, quite a pointless agreement to make in the first place. If Rodgers wanted lets say Ash Williams, ash could simply hand in a transfer request, then it would be game on.
