The official international standard, ISO:9, does not use a 'y' when transliterating Русский. The official international transliteration is actually 'Russkij', but they miss the j off to avoid confusing all the illiterate Yanks and Brits. I know nothing about the Russian language Swarbs. But why is dostoevsky spelled -sky and many Russian names suffixed -ski and -sky when transliterated?
