All it really says is that Everton are unwilling to sell Baines. That's their prerogative, and it's United's if they want to spend silly money to get him.

I was assuming that Reodrguez cost 7 million and that 14 million euros is 11.28 million pounds. So to be totally accurate Alba is 61.14% (2 d.p.) better than Jay Rodriguez.
Yep, a player is valued by however much a team is willing to pay for him. An iPhone is only worth £600 to someone who is willing to pay that much to have it. I have a feeling Karl Marx said something to the same effect, but I can't seem to locate it.
