Well if you had read the commentary and explored the linguistics in this verse you will see that A) it corrects what a lot of people say regarding oppression and B) linguistically the word means 'seperate' rather than 'beat'.
However 'hitting' of the wife is also covered in the Quran (again the quran covers all aspects of life and knows that for some violence is sometimes the result). Here however it still outlines the process of talking first, seperating in the bedroom if it persists and seperating completely if it cant be resolved. Yet IF a man strikes his wife it shouldnt be with anything more than a miswaq (these are twigs used for cleaning your teeth with, about 2-4 inches long and the width of a straw) and light at that. Anything more is abuse and condemned. Thsi is no different than the saying of throwing nothing harder than a cotton wool ball at a cat as a last resort.

For me the issue of beating etc wouldnt arise. I would seperate before it got to that stage

If it were 5, then you could claim they were trying to connect it to the near-completion of their return to Israel or the entrance to the tabernacle.
If it were 7, then you'd claim that they were trying to connect it directly to divinity.
