Clubs will be warned in 2013. Chelsea, City, PSG, Anzhi and co will all be issued warning relating to their spending and finances. At that point sales, players allowed to leave and desperate renegotiation of contracts will take place at some of these clubs. People forget, the clubs with Rich owners are in all fairness small clubs on a world football scale. They are not Barcelona, Real Madrid or Man Utd, they are not teams at the very forefront of the game. They do not spread a positive message about the game. Uefa will lose no sleep over kicking any out of Europe, Real and Barcelona are a different story but with pressure from clubs even they would be kicked out. Chelsea can spend as they won the CL, PSG are probably hoping they can beat the rules. City have yet to spend a penny which compared to other times is weird. Chelsea spent years spending barely anything until recently. The clubs are worried they are just trying to fit everything in now and hope for the best, of the clubs mentioned only Chelsea are near to passing, Man City have no chance at all. Dont know enough about the others.
